Why 13?

Somewhere in a Township in PA

 

I saw this sign in an alleyway and it stopped me in my tracks.  I had so many questions. And I just had to take a photo.  And I ask:

• Why 13?
• Who decided that this was a good speed?
• Did this sign have to be special ordered?
• Was this sign made by mistake and the township got it on sale?
• Are there other places in town that are also 13 miles/hour?
• Is not the standard 15? 
• Is 13 so much safer than 15?
• Does anyone really drive at 13?
• Does this sign ever get stolen because it is so unusual?
• Would someone really get a ticket for going 14?
• Is there any regret in making this decision?
• Is this a continual topic of conversation around town?
