Locked Out

Locked Out
Cecil County, MD
Winter 2017

This site served as a homeless tent village for a number of years.  When I first visited this place three years ago, there were only 10 tents.  Last year, maybe 40 people lived here. I used to come here and bring my old socks, sheets, a cot, folding chairs and any of my hundreds of things I no longer needed.   Everything was snatched up gleefully and gratefully. Last year, the village population got so big that it became a problem for the county.  So the county commissioners put up a big fence and gave the people notice that they would be locked out in the near future.  However, they offered no alternative to the homeless situation.  So these people had to abandon their tents and all of their belongings, in mid-winter, and find another place to live.  I wonder where they went.
